Using an ROS to switch residency programs during residency

I've been looking into it and so far all I have been able to come up with are programs for physicians already in practice or FMGs. I am a CMG resident, and the bureaucrats are annoyingly rigid on their selection criteria.

It's kind of stupid that I, a CMG who is more than willing to honor an ROS if I can train in another field that I actually want to train in, cannot take advantage of it because its being saved for FMGs. It boggles the mind!

Nonetheless, I still have to dig deeper. Does anyone have any more experience with this?
