I'd say it only counts if you are awarded a fellowship. If you are awarded the fellowship and then didn't participate (travel restrictions would be the most common situation these days) then I think it would still "count" as an endorsement by the selection committee of a strong proposal. Being "good" but not "good enough" isn't something you want to point out to the committee, IMHO.

This^^^^^^. All of the attributes that made you stand out as a candidate and make it to semi-finalist will speak for themselves on your application. Pointing out that you applied and didn't win doesn't really enhance your application by itself, so there is no reason to go there.
