van't Hoff factor question

obviously anything soluble according to the solubility rules will have a vant hoff factor greater than one. But do you include strong acids, bases, or ionic compounds as having a van't hoff factor greater than 1? For example would CaF have a Van't Hoff factor of 2 because it's Ionic, even though it isn't in the solubility rules to my recollection.
 
Ionic compounds dissociate, along with strong acids and bases too.
