Vascular Fellowships in ERAS

Just starting to put my list together for fellowship applications (ack!). I'm coming from a newer program with nobody who's matched into vascular yet so I'm working up a steep learning curve...
A couple questions:
1. I've seen a couple programs listed with fellowships on Frieda and I can't find any website for them (i.e. Univ of Rochester). I'm guessing these fellowships morphed into integrated programs...?

2. There's a list on ERAS of programs that do and don't participate in the match. Why would a program not participate? My guess would be that they expect to take residents from their own Gen Surg programs...is this always the case? Should I even waste time figuring out their separate application process if I won't have a shot? That would suck cause there are some cool ones.

1. Don't know.
2. Some withdraw from the match because their integrated residents are taking longer (doing extra research years, repeating a year). Sometimes they take an internal candidate and withdraw from the match. Sometimes they take an internal candidate but don't withdraw from the match. I think a lot of programs would prefer to take a known product, but sometimes they know they're not good. Also sometimes the internal candidate prefers to go elsewhere. Internal candidate is not automatically going to stay. There is really no good way to figure out what the deal is with an internal candidate without talking to the programs and other applicants during the interviews.
