I rotated through the department while I was a student at Virginia Commonwealth. The residents there are happy and there is no lack of ocular pathology in Richmond. In addition, the faculty were nice and treated the residents and students quite well. Moreover, Richmond itself is a very nice place to live. There are 3 residents per year. Residents work mainly in the VCU clinic or the McGuire VA. I am not quite sure surgical volumes. The downside is that they are currently looking for department chair, but I am sure that will be resolved shortly. Here is a link to the resident's email page. I am sure any of them would be glad to answer further questions.
I also interviewed at EVMS. They take 2 residents per year. Their faculty seemed nice at the interview. The residents also seemed pretty happy. I believe their program is more community based than most other academic programs, however.
