Probably you won't need a J1 wavier after a fellowship as you don't get salary from the US government in the fellowship.

You can get a J1 waiver in radiology, but not as easy or as plentiful as in primary care or psychiatry.

Thank you for your help. I think you need a waiver after J1, even if it is for a fellowship position.
