A school I just added requires two personal/character letters. I have one that is a "peer" letter already, wondering if the one from one of my volunteer experiences could count as well. She was a co-worker at one time as well. She doesn't know a great deal about my academics so I imagine it was mostly character information she wrote about.

That sounds like it'd fit the description of a character reference. I might be tempted to obtain a letter from a supervisor (if possible) rather than a coworker, just because it might come across as more professional.
