Only if you are an international medical grad, and hence would require ECFMG certification. Note that your citizenship does not matter -- US citizens in international schools (such as the carib schools) must pass USMLE 1 and 2 prior to the ROL deadline, international students in US med schools do not.

USMG's and DO's have no such requirement
