Wait for reference to submit?

My application is ready to submit, except for a reference that hasn't been completed yet. Do I have to wait for her to send the reference before I submit or is it okay to go ahead?

No, I believe you can e-submit while transcripts, verification of hours and LOR's are still in the process. Double check in the FAQ section of PTCAS.
