In terms of timeline for applying - is it better to wait for chair letter from another program (already have one from home) or just submit with an attending letter?

ie. would it hurt more to submit late vs how much will it help to have a second chair letter?

The general consensus is that strong letters are key to a successful application. If the attending can write you a strong letter because he knows you well go with that. A generic letter from even the most successful and well known ophthalmologist will not be of much help. In terms of timing, there isn't a uniform consensus on early, middle, or late, but docs should probably be in as soon as possible.
