Waiting for scroll approval

I was just informed from my recruiter that everything is done and he's waiting for my package to be scroll approved.

Does this mean that I will basically receive the HPSP Scholarship?

I checked with my recruiter about this, he didn't give much information but said: you(Hope45) wouldn't be able to get any final selection without this scroll, and that you(Hope45) should talk more with your recruiter about your package.

No idea what a scroll is though, recruiters are always vague on certain things it seems.
