Waiting on Rec Letters, can/should I submit PASS application (Peds)?

Heard that some Peds programs are accepting and offering interviews on a rolling basis. My ADEA PASS application is done but only 1 of my rec letters have been submitted thus far (dean's letter at our school is by app deadline and other faculty love to procrastinate). Are there any benefits to submitting now or should I just wait for my application to be complete?

I already submitted mine even though 2 letters aren't in yet. PASS still accepts letters even after you submit your app and programs are aware of this.
