I think it's good that you are prioritizing cost.

Your #1 will be Rutgers. your DAT score may hold you back though
Do you think I need to retake it? I would have to apply in September (fairly late) if I do. That would mean maybe to wait another year.

You could apply retake and see if you can update the scores. Why not take it in late July or august

I think you have a good school list but I would add some private schools in the mix just to be safe(Nova, Lecom, Roseman). I had almost identical stats as you(GPA/DAT/Residence/Undergrad attended) when I applied in 2013 and got into RU(and two private schools). You have a decent chance in state but OOS public schools are super hard to get into.
