The New Jersey state public schools, Wright State and Arizona accept few non residents with no connection to the state.
You could add any of these schools:
Vermont
Rochester
Hofstra
Seton Hall
TCU-UNT
Oakland Beaumont
Medical College Wisconsin
On your DO list OU-HCOM accepts 97% of their students from Ohio residents.

Your activities are strong, MCAT is great, and GPA is okay. You shpuld strike off the 2 Rutgers - relatively low yield. Other state schools where you’re OOS could also be removed if you want: Colorado, Wisconsin, Wright State.

Look into: Hofstra, MCW, Vermont.
