You do not need to retake the MCAT. Apply to all your Texas schools and you should receive several interviews.
Would I be competitive for any T20 schools as well? Or should I only apply to Texas schools?

OOS MD schools interview few Texas residents since they know from years of experience that a Texas applicant will attend a Texas school. Exceptions are high stat applicants (not one with a MCAT of 511), URM, and those with connections to the school or state.
