That’s a tough situation. Since you’re an international student, the RC section would’ve been your chance to show ADCOMs that you understand English to a high degree. The fact that you went from a 17 to 15 and got a C in English is a red flag in my opinion. Your sciences are good, but I’d give it one more go. If you decide not to retake. I’d apply to around 15 schools, mostly private. I’d take out UPenn and UOP since your AA is almost 3 points lower than their average. I’d also take out loma Linda if you don’t have a spiritual LOR. Do you have any connections to Rutgers and Maryland?

Do you have Canadian citizenship? Where did you grow up in Canada? What's your master's degree?

The big problem is that slipping down to an RC 15 means you might get automatically screened out by some schools requiring threshold DAT subsection scores. If you mostly grew up in a non-English country, you could get a break since you have excellent GPA's, and I presume most of the courses were taught in English. The issue is going to be your English processing for oral communication.
