You have schools that take few OOS students (UNC, Rutgers, Baylor) and SIU is rather strict about taking people who live below I-80 or from a rural area in Illinois. They let the other schools handle Chicago applicants.

Volunteering for medical equipment donation is usually not hands-on work with the underserved.
