You need to get licensed in order to practice. You can't legally practice on student visa

Apply for 1 year internship/externship or Masters program in US dental school.
I would recommend courses such as masters in dental materials, operative dentistry or restorative dentistry. I know Rutgers, UPenn, UNC and UCLA offers it. It’ll help your application and your personal profile.
Take TOEFL get at least 100 and then pass INBDE. Get

Apply to international dentist program DDS after.

This is the best way to upgrade yourself after BDS in India.

Best luck

MHA and MPH are good too. Yes, jobs are limited but I know ppl who work as such professionals and had success with it.
