Is there a formal ranking of radiology residency programs on a website or in print somewhere? I am curious as to the criteria for the ranking process.

There is no formal ranking. There are numerous subjective rankings by various medical students, residents, radiologists right here on this board, and the most opiniated of these rankings are given by medical students!!! You should use the search function for these and you'll get many many hits. The NIH grant award data may be used as an approximate proxy for research productivity. Research productivity in a program does not have a perfect correlation with best training program. And best training programs do not perfectly correlate with being most competitive, since location is important for many people.
