What counts as "applying"?

Suppose I submit the AMCAS primary and decide not to submit secondaries.
If I apply next year, will I be counted as a reapplicant even if my files weren't complete the year before? Thanks.

I do believe so. As long as the school has received something from AMCAS on your behalf they have a file of you and thus you'd be an applicant.
