What counts as having ties to a state?

Growing up in the state, having gone to university there, or having lived other parts of your life there. Gramma living there doesn't count (except at least, for UNLV)
Okay I'll bite. Why is this different for UNLV? Are we assuming gramma is a vegas king pin?

UNLV specifically defines what counts as ties to a state. Having family living in the state even if you are not counts as a tie for them.

Does having a SO from a state count as ties to that state?

Completely depends on the school usually. Some are very strict, others (like my state school) are not.
