What defines a target school?

I have a 3.5 gpa/3.4 sgpa/22 AA, which puts me slightly under the average GPA for most schools and slightly above the average DAT for most schools as well. I'm having trouble choosing which schools to apply to based on my stats. Should you choose schools that have a GPA average that's only .1 above? or .2 above? .1 below? What define a target school?

a target school meaning it is a school you are going to apply to?

you should apply to a range of schools, a couple/few reach schools, mostly in-range schools, and some safeties
choose schools with mission fit and ones that are geographically close to your state of residence and where you went to undergrad
also check the rates of oos acceptance and rates of acceptance of residents of your home state...
 
Kind of, I meant target school as in in-range school. In my case, I was looking at UMD. I'm OOS for it but the GPA averages are .1 above my overall and science GPA. Would it qualify as an "in-range" school, or would it qualify as a reach school?

it depends on where you are from, please read what i wrote again...
