If one is accepted by a program to do an away rotation does that indicate that you have what it takes on paper to be accepted into that program or does it just mean..."we accept you for this away rotation" ?

I am pretty sure it just means you are accepted for that away rotation.

Only means: we accept you for this away rotation. Don't read anymore into it. It's way too early in the process for anything to mean more. Good luck.

Are they asking you to submit your USMLE scores and transcript to be considered for an away rotation?

Yes, they asked me to submit my Step 1 and transcript along with a letter of recommendation, a CV, etc.

Thanks for the feedback from all. I am pretty sure that it means that I am accepted for the away rotation (Thanks Flea Girl 🙂 and thanks to others for your feedback.
