What does HR5122 mean?

Fantastic. Seriously getting HR 5122 is great. I'm just a little unsure of what that practically means for me. I've tried to get a straight answer out of the Air Force recruiter and haven't been able to. I know that this bill AUTHORIZES these increases that the military COULD implement, but are we jumping the gun w/ these increases? Could they happen to the Air Force as well ( the branch closest to meeting its recruitment goals)? I've seen some dollar figures thrown out in SDN forums regarding stipend increase, but I have no idea where these increase figures are coming from? Just trying to gain a little insight into this process. Anyone have any thoughts?
