Does director of admissions get to partcipate in the final decision making at all? That said, would it make a sense to send the letter of interest to the director, or should I just direct the letter to dean or admissions committee?

probably varies by school, but your letter is less likely to get lost and much more likely to be read if you send it to the director than the dean

I would anticipate that all schools are different, but generally if there are two executive-level admissions officials (i.e., not including interview coordinators, admin assts, etc.) it seems the higher one (the assoc/asst dean or executive director) often chairs the adcom and ultimately reports to the Dean. The lower is more the actual worker bee and manages day to day operations, such as recruitment, rejections, interview invites, offers (although sometimes this is the top-level person's honor to do), etc. That said, while the Director may or may not sit on the actual committee, his or her word is going to be extremely influential and a letter sent directly to the Dean may look a bit strange. Usually, people send these letters to the Director and s/he forwards them to the Dean as needed.
