Look at it from a seats per capita perspective.

CA (with ~500 public seats for 39.1M residents) and WA (with ~130 seats for 7.3M) have many more seats per capital than NH (with 5-8 seats at an expensive private for 1.3M residents). That doesn't make them lucky states, but I still think I can chuckle a little
