What is a USMLE diplomat?

Has anyone ever heard the term USMLE diplomat before or know what it means exactly?

Used in reference to someone who has only completed some part of their intern year but passed Step 3?

My highly invasive search of the internets (google's first search page) has revealed only your question and a post on Creighton's internal medicine page. Therefore, the answer cannot be known.
 
U probably mean "diplomate".

They used to use that term to describe someone who had passed the ABIM (American Board of Internal Medicine). So some older physicians used to list

Dr. X MD DABIM (Diplomate American Board of Internal Medicine)

It was a fancy way of saying that Dr. so and so is certified in Internal Medicine. This practice was later discouraged.
