From my review book, it says..

copper is a good conductor of electricity while glass is not b/c copper has many empty orbitals, and free mobile electrons, whereas glass has no empty orbital and the electrons are closely bound..

what is glass made of? how come glass has no empty orbitals?

Glass is a hypercooled fluid of Silica Dioxide (pretty much sand). It doesn't have a crystal lattice structure to its atomic arrangement, which is why it breaks and shatters easily while a piece of metal doesn't. That's also part of the reason why pure glass will warp and sag over time. I don't have any idea if it has free electrons in its outer atomic orbitals, but apparently not since glass is an insulator.
