What is this mark on my arm?

Hello guys I am new here as you can see and if I posted in the wrong section please forgive me as I thought this was the appropriate one. Anyways I have had a mark on my arm now for over 7 years and was wondering what it could be, many people have told me it looks like dry skin or exema which I've had both of and don't think that could be it. If anyone knows what this could be please tell me as I would like to get rid of it.
