What kind of school to apply

I am ORM in VA. My MCAT is pretty good - 523 (130/130/132/131) and my GPA is decent cGPA 3.93 and sGPA 3.90. When I look at tier 1 schools such as Harvard, JHU, Penn, Duke etc, my MCAT is above their mean but my GPAs below their mean. Is my stats still competitive in those schools?
When I look at the tier 2/3 schools, my GPAs may match their mean, but my MCAT way above, sometimes 75% or 90% above.

So my question is - what kind of schools that I should focus on? Tier 1, a little below GPA mean, or Tier 2/3, reaching MCAT 75/90%?

Those stats will get you in the door to any school in the country. Seek out those with missions that match your EC’s and where you’d be happiest

No difference between a 3.93 and a 3.97 or 4.0 to a school. Aim as high as you like

If you have difficulty getting into medical school, the problem will not lie with your metrics.

Total of 27 schools. Still have some concerns on Hofstra and USF Morsani. Both of them has OOS rate about 35% and they are the schools with least OOS rate on my list. At what OOS percentage of a public school is considered OOS friendly?
