I have heard that Ohio State is on the rise.
 
Every school has improved absolutely, and because of this, few schools have improved in relation to one another to any significant degree. In fact, I am willing to bet that several of the changes in rank from year-to-year are not due to university policy as much as it deals with changes in the formula US News uses.

So I have a more vague answer to your question, when looking at the schools themselves, see how their funding stacks up, and when interviewing, check out the amount of construction that is going on. These are the schools that are most likely to "improve" rapidly.

if a school is building a new building, how soon will its ranking go up after it is done or hwile being built?
 
Each new building automatically gets reported to the U.S. News Evaluation Committee upon completion. The Committee then sends a representative to the school to inspect the building and determine whether it is worthy of a reputational increase or not. If so, the Committee brings up the new building at the annual Medical School Evaluation Committee Subhearing to decide how they will modify the formula to boost particular school's reputations. Upon completion of this process, the schools are notified and funds are collected before the next issue of U.S. News Graduate School Rankings is released.
