Yes I guess that should be clarified. It is a cap on awards on pains and sufferings.

"Senate Republicans July 7 attempted to bring legislation (S. 11) placing federal caps on damages in health care lawsuits to the floor, but Democrats objected to the motion to proceed to the bill."

However, I still believe it is an important issue as Democrats in general do not believe in placing caps on the amount of money that can be made in lawsuits while generally republicans had been trying to set a cap at $250,000.
