what's a non-reducing sugar?

Hey guys, I was wondering if anyone knew what a reducing sugar was because I ran into one of those types of problems in the destroyer, and the explanation that they gave me was vague. And also what is meta-rotation too

Hemi-acetal is reducing sugar while acetal is non-reducing
The way i kinda see it is...
On the C-1 of the sugar if it's OH then it's reducing (whether alpha or beta anomer)
if it's OR it's non reducing....
