whats up with the processing fee?

so we have to pay a fee for the primary, plus processing fee... and if we get a secondary, we'll have to send another fee?? whats up with that? how come some schools do that? >: ( they say they wont look at my application until i give them more money, and that wont even guarantee me a secondary
