...if test date is July 27th? Also are your estimates accurate, are scores often delayed? I heard about some delay in earlier tests in May and they were held to July or something...?

Count 3 Wednesdays From Your Test.
If YoUr Test Was On A Wednesday, Count 4 Wednesdays.(Including Your Test Date)

For the scenario you proposed, wouldn't the 3 Wednesday rule then put the release date as August 21?
