When can we apply through SOAP?

Some hospitals to which I applied during the regular season are on the list of unfilled programs, but it's not allowing me to apply to those. It does allow me to apply to programs that I didn't apply to during the regular season. Why?

Are you at your school, like at a dean's office or some place they set up for SOAPers?
That sounds really bizarre - I have read of no such limitation on where you can apply for SOAP like that.
Good luck - sounds kinda screwed up to me...

Some programs might be unfilled but refuse to participate in SOAP.

Yes, this happens. These programs will wait til Thursday and then offer these positions outside the Match, or leave positions unfilled.
