when closing PDA is good thing?

I think generally, if it's the only thing aberrant in an otherwise healthy heart then you want to close it. You'd want to keep it open in congenital defects where oxidizing blood is inefficient, because it provides a means to mix blood.
 
Closing PDA is always a good thing , PDA causes a left to right shunt which will cause increased pulmonary arterial flow leading to irreversible pulmonary hypertension (eisenmenger syndrome). The only reason you want to keep PDA is when it's the only connection between left and right heart (Transposition of great vessels or TAPVR).

you always close it but in transposition of great vessels you maintain it for child to make it to the surgery
