When do adcoms look at LORs?

I am curious as it appears a few schools I am applying to do not utilize LOR until after the interview. Is this typical? Or, do most schools use them as a factor in deciding to extend an interview?

After looking at the applicant's transcripts and grade trends, and making sure there are no IAs, and that this isn't a re-application, I then read the LORs. I have to make sure there are no red flags in these. Most schools require LORs.
