When do programs have to submit their rank list of candidates

When is the deadline that programs submit their rank lists? I know it is in late February. Reason I ask is my admission at a particular program will depend largely on my step 2 score and my score will arrive in late February (~18-20). I'm sort of a "special case" and the PD knows me and is waiting for my score.
