When do programs rank applicants?

I had the impression that it BOTH match lists closed on the same day -- ours, and that of the programs. But a friend talked to someone in school administration today, who said that the programs actually can submit their lists at a different (later?) time. Anyone have any real info on this?

Same time, same day. But I'd bet 50 bucks most programs certified their list a week or two ago already.
