Make a list that is weight based on what you value, there are a couple good reddit spreadsheets for that. Then make a list that is based on your gut. Waffle back and forth for awhile, then let the match do it's thing. If I were you, I would go where you feel like you can live with the least amount of angst, and to start your adult life. If you only want to be an attending at one of those places... I wouldn't put too much stock into their reputation. More than half the country can't stand the esotera of reputation, and that's who you will be treating. If you want to be a clinician, go where the clinical training is not only good but also broad (think demographics). I would prioritize places that aren't resident dependent, and allow you to think about your patients (non-workhorse). Columbia wooed me when I was interviewing, but now, on the other side of the match, I realize I was being a medical student. Trust your gut, don't be blinded by prestige. I really like Penn.
 
Stay in NYC if you have such a strong support system already. You'll need it in residency.

If you're interested in CAP, then Columbia, NYU, and Cornell are probably the best programs in NY. Columbia has their public psychiatry fellowship. The patient population is likely more diverse at NYU though since Columbia is pretty homogenous. Your top 3 are solid.

I would argue that your gut should be one factor into your decision, but not your only one. You have many other pieces of information as well that are also important and should be weighed into your decision.
