When do programs start looking at / filtering/ reviewing applications?

From what I've heard it depends on the program, but generally, yes.
 
Depends on the specialty. I was getting interview invite by the end of the first week for Peds, but some programs/specialties wait to review until the deans letter comes out on Oct 1.

And yes, there were definitely some programs downloading the applications on Sunday when we submitted last year, so some were reviewing right away.

Some might have been downloading, but who knows if they were reviewing. There may just be some overzealous secretaries getting everything ready for whenever the PD decides to start reviewing.

Fair. But considering I got a couple II the first week ERAS was open, there are some PDs/committees reviewing applications fairly early on. Others, of course, wait until the Dean's letter comes out, or take their time evaluating, or whatever, but considering this year, ERAS opens on a weekday, it wouldn't be unreasonable to think that some PDs start reviewing right away. It's just hard to say which ones.

You also have to consider that the threshold for sending out invites, and the process for doing so, varies widely.

I know of some programs in general surgery where the Program Coordinator has the authority to send out interview invites. So if you meet the initial cursory screening and get a "green light" from the coordinator, you might get an invite essentially immediately/automatically. I got an invite less than an hour after the program downloaded my application via exactly this mechanism.
