That's a really odd question, because you're not supposed to see the letters. I was under the impression that adcoms definitely read letters and consider them effective because it is what a professional/faculty thinks of you (and they can be honest since you'll never see them).

Right! Thats what I thought as well, but this question made it seem that admissions don't read LORs until after interview
