You apply to the program when you are accepted to a fully credited institution --> they pay for your 4 years --> during those 4 years you do some training and get a stipend every month and some other benefits --> when you graduate you work for them for the same amount they paid for you under a captains salary which is relatively less than what you would get.

basically that... you work for them after you graduate.
