There are tons of posts about what to write in these letters, but when are we supposed to start sending these? Do you send letters to schools that don't offer you an interview? Or only to schools after you interview?

This process is a marathon...

You can send letters of interest anytime. On the other hand, you definitely shouldn't send a letter of intent until you've interviewed everywhere you plan on interviewing so that you're more educated to say that you're committed to going to that particular school.

thanks! Any advice on when sending letters of interest is appropriate (given that my secondaries are only going out now, I assume I should wait a bit?)

Don't send any letters until after you've interviewed, or at least until you're on a long pre-interview hold.

I would suggest waiting a bit before sending any additional letters. I think letters of interest are best sent if/when you've been on hold waiting for an interview or once you interview and are awaiting a decision or are put on post-interview hold.
