you can write on your board technically anytime. However, some people prefer to write equations (or other stuff) before starting the test (ie putting in your CIN number). For my test, the proctor took me to my table and then left. Though I chose not to write any equations I could have at that time before starting my test. I've heard some proctors stand there and watch you till you enter the CIN number. But I don't think its a big deal if you take a couple of mins to write something on the board (which is actually a laminated sheet) unless you're just sitting there for half an hour or so and not started your test.

Yes you can. you can write anything you want during the tutorial/blocks. Its upto you how you want to use your time. you just can't take the board outside of the testing room while the test is going on or during your breaks.
