If I started the bulk of my hospital volunteering and shadowing the summer before my junior year, would that be considered late? I spent my first two years mostly trying to keep my grades up and didn't spend much time thinking about EC's other than research.

I'm in a similar boat as you, I wasn't pursuing medicine until a few months ago. I think we're late but not too late. I'm most likely taking a gap year, so I have time to get more EC hours/experiences that I wouldn't have from just a year.
 
Better to be "late" than to not do it at all!
 
Would it be necessary for me to take a gap year?
