I think the GradPlus loan is the reason schools tell you to fill out your parents information on FAFSA. From what I remember there is a max amount of much money that you can receive via Stafford loans. If this max amount of money ( I think its 40K a year) does not cover your expenses, then you will want to get the GradPlus, since this loan has a fixed interest rate as well (just like Stafford, but a bit higher). You have to put your parents info down on FAFSA for this reason....I guess they need this info to see if your eligible for the GradPlus. I don't think you apply for this seperately or on your own....your financial aid advisor should be the one doing all of this for you when you go over your financial aid package before school starts. Someone correct me if I'm wrong.
