When to apply?

I am a little confused as I have heard that most people apply for Dental School after their 3rd year (Junior Year)...however does this mean that the dental schools don't take into account your fourth year? (ie GPA only based on your 3 years). I am wondering because at my university they drop your lowest year if you have done atleast 4 years which I guess means you apply after your fourth year? I need my fourth year to raise my GPA so how should I go about applying?

Yes, you will apply during the summer between your 3rd and 4th year. If you have not been accepted during the Fall semester of your 4th year, you will have the opportunity to post an academic update of your fall semester 4th yr grades. If you want to include your 4th year grades, you will have no choice but to apply after your 4th year, which means you will have a gap year(a year between undergrad and dental school).

I was a little confused about this too as well... i thought you needed your degree before you apply for dental school. at least to have a better chance for acceptance.

You need to have a degree before you matriculate into dental school. You will need to forward them your final transcript before you start. Applying between junior/senior year allows you to enter dental school right after you graduate from undergrad.
