When would a school tell you if you have a full scholarship?

If you get merit-based aid, would it come with the acceptance letter?

Sometimes yes, and sometimes no. It depends on the school because some of them have you fill out seperate applications for scholarships and some just pick students that they've accepted. This is what I've heard anyway.
 
Of all the people that I've heard of getting one (an admittedly small sample size of 3), they usually don't get notified till feb. or march or so.

Yes, I too received merit based scholarship this year with acceptance letter. I wasn't a full scholarship but still pretty substantial.
